Joint NAPO and UNISON statement and letter



 Received this Joint Union Statement today from SYPT Union Rep:

Napo and UNISON met with Ministry of Justice and Probation Association representatives at ACAS on Monday 16 December in an attempt to break the deadlock over the NNC Staff Transfer and Protections Agreement. We can report some progress in the talks, but there remain unresolved issues in relation to the protection of continuity of employment and the ability of staff to take their pension with them when they change jobs in future. It was not possible to reach a consensus on these issues yesterday, but both unions remain committed to reaching a deal. As a result, both unions have written the attached letter to the Justice Secretary Chris Grayling seeking a meeting to try to break the deadlock.

Dear Mr Grayling,
We are writing to you following your recent appearance before the Justice Select
Committee to discuss the Transforming Rehabilitation Agenda, where we noted your
responses to questions about recent negotiations in terms of the ‘door being open’ to
continuing dialogue with the Trade Unions.
The Justice Select Committee appeared to show some concern about the fact that ,
Napo and Unison have registered a ‘failure to agree’ at the National Negotiating
Council (NNC) and while GMB have reserved their position in this respect, all three
unions are now doing our utmost through the offices of ACAS to explore how we
might re-establish dialogue with the aim of reaching a substantive staff transfer
agreement. As your Officials have already acknowledged, this would be without
prejudice to our continuing opposition to your Government’s TR programme.
Having discussed the current situation at length and having reviewed a report from a
constructive meeting that you held with two Probation practitioners in West Midlands
and Stafford Trust last week, we believe it would be beneficial for us to meet with
you and Jeremy Wright. Our objective Is to see if we can achieve some common
ground on the above issue, and help facilitate a route towards an agreement.
We look forward to your reply, and it has been agreed that Ian Lawrence will act as
the principle contact for arranging a meeting if you are amenable to this prospect.
